The JCloud monitoring service will no longer classify TLS v1.2 connections as UP.

TLS v1.3 was released more than 4 years ago, and TLS services not supporting this protocol will therefore be classified as an error due to several performance and security issues with 1.2.

Non-TLS connection monitoring will not be affected by this change.
